SASA will bring sweeping reforms to the South African social grant system, moving more services into a digital and automated untoward. The new model envisages that many manual processes will be replaced by computer-based verification systems. End of PostBank Payment Contract & Budget Implications
SASSA and Postbank’s service contract will cease shortly, with Postbank having handled the bulk of disbursements. Money saved from the termination of the contract will be employed for the digitization drive. The government, on the other hand, expects to spend R248.8 billion on social grants during the 2025/26 fiscal year, which will increase to R271.4 billion by 2027/28.
Increasing Grant Dependence
Statistics substantiate the claim that grant dependence in South Africa has sharply risen. 13% of citizens received social assistance in 2003, whereas by 2024 that number has risen to almost 40%. In a few provinces, the grant dependents are more than formally employed. COVID encountered the granting of a relief fund of R370, which has been one such factor contributing to this shift.

For millions of South Africans, the social grant is no longer supplemental income; it constitutes the primary income, more so in provinces such as Eastern Cape, Northern Cape, and Limpopo.
